Phil Kushlan was appointed as interim McCall city manager on Monday by the McCall City Council.Kushlan, 76, will serve as the city’s top executive until a permanent replacement is hired for former city manager Anette Spickard, whose last day on the job is tomorrow.“I look forward to working closely with the city council, staff, and community members to continue the positive momentum and ensure a smooth transition for the incoming city manager,” Kushlan said. The city expects to begin interviewing permanent replacement candidates in May, McCall Communications Manager Erin Greaves said.Kushlan is not expected to apply for the permanent city manager position, Greaves said.Kushlan previously worked for McCall as a planning consultant and also previously served as the city manager for Bellevue, Washington, and Cottage Grove, Oregon.Kushlan also previously worked as the executive director of Capital City Development Corporation in Boise.Spickard announced her resignation earlier this year after she was hired from a field of 152 candidates to be the new city manager for the City of Sedona, Arizona. She will start with an annual salary of $190,000, or 22% more than the $155,000 she earns as McCall’s city manager.Spickard said the chance to live closer to her daughters and grandchildren were a major factor in her decision to accept the city manager job in Sedona.Spickard took over as city manager in February 2018.
